Although the conflict that has been taking place between Christians and Muslims in the Philippines for more than 30 years is often labelled a 'religious war', land ownership issues play an important part in fuelling the conflict (rule by Christian colonists since 1946).
- 800,000 people displaced by the conflict have no access to basic services or minimum guarantees for secure development. Since the last peace agreements the number of displaced people has decreased by 20,000.
- The country is of strategic importance in the 'fight against terrorism' since it is an important US ally. There are important fundamentalist groups in the country.
- Demographic pressure is causing environmental problems such as over-fishing around some islands. The Philippines are highly vulnerable to natural disasters.
- The administrative system is very weak due to the country's geography (more than 7,000 islands).
- Numerous minority groups accuse the central government in Manila of discrimination and premeditated exclusion.
