Humanitarian Context

  • The lack of rain in most of the country means that the population is heavily dependent on the scarce existing water resources. Proper control of these resources during the dry season is crucial.
  • During the drought period, the vulnerable population's state of health deteriorates seriously due to many communities' inability to store drinking water. Although there are no precise figures, it is estimated that AIDS is having a growing impact on the population.
  • Erosion and deforestation has caused dependency on food aid in some regions in recent years.
  • A caste system existent in some regions has caused an institutionalization of discrimination, in addition to traditional inter-ethnic conflicts.
  • Under the pretext of hunting down ethnic armed groups, the government has repressed many communities in recent years. It is estimated that between 1,000 and 1,500 people died at the hands of the security forces in 2002.
