Senior Mission Management Logistician, USA

Job Objectives:
JOB SUMMARY
As part of the Operations Department and in collaboration with the Finance Department, the Mission Management Logistician will be responsible for the supervising logistics-related issues in Action Against Hunger-USA (ACF-USA) managed field missions. This includes, but is not limited to, staff training, procurement policy, procedure review and implementation, security management and the regional support centre.
ESSENTIAL JOB DUTIES
A. Recruitments
In charge of the technical part of the recruitments of the logistics international staff for all ACF-USA mission including, field logistician, log/admin, log coordinator and log expert.
B. Training/briefing
1. Perform briefings/debriefings of expatriates going to/returning from missions, on logistics- and security-related issues passing through New York office.
2. Organize specific training/refresher courses to enhance the capacities of logistics field staff, at mission and/or regional level
3. Identify relevant workshops organized by third party organizations for field logisticians
C. International Network
1. Liaise with logistics counterparts in the other Action Against Hunger headquarters
2. Participate in ACFIN logistic meetings
D. Assets and equipment
1. Perform a cost analysis of logistics activities in the field (vehicle management, computer use, transport, etc.)
2. Search for and propose the use of money- or labor-saving procedures, equipment or other that are consistent with field and program needs and security requirements
3. Work with each Logistics Coordinator to propose and ensure equipment renewal policies consistent with the best fund management, program and mission needs, and security requirements
4. Work with each Logistics Coordinator to manage the equipment database of each field mission
E. Other
1. Liaise within the Operations Department for effective transversal management of the field missions
2. Supervise and represent the East Africa logistics advisor at HQ level
DR CONGO / PAKISTAN / TAJIKISTAN MISSION FOLLOW UP
A. Documentation
1. Ensure compliance with donor procedure and requirement guidelines both in the headquarters and the field
2. Keep up-to-date with any changes in donor procedure and requirement guidelines
3. Write and update small manuals and memos documenting donor procedure and requirement guidelines in easily usable formats for field personnel
B. Procurement
1. Ensure that proper procurement procedures are followed
2. Ensure that ordered items are consistent with program requirements and available stocks
C. Equipment
1. Perform a cost analysis of logistics activities in the field (vehicle management, computer use, transport, etc.)
2. Search for and propose the use of money- or labor-saving procedures, equipment or other that are consistent with field and program needs and security requirements
3. Work with each Logistics Coordinator to propose and ensure equipment renewal policies consistent with the best fund management, program and mission needs, and security requirements
4. Work with each Logistics Coordinator to manage the equipment database of each field mission
D. Field
1. Receive/analyze logistic reports
2. Perform routine visits to the missions to verify good functioning of logistic departments at the field level
3. Organize training of logistic field staff with Logistics Coordinators
4. Evaluate the logistic projects and procedures developed in the field
E. Security
1. In coordination with the appropriate desk office and the mission, elaborate and update mission security plans
2. Analyze mission security plans
3. Centralize mission security plan to ensure proper follow-up and regular updating
4. Ensure the presence of adequate equipment (type, quantity, in good working order, etc.) with in compliance with the requirements of each mission security plan
SUPERVISORY REPOSNSIBILITIES (Congo/Pakistan/Tajikistan)
A. Supervise field-based Logistics Coordinators in coordination with the Heads of Mission
B. Performs supervisory responsibilities in accordance with the organization's policies and applicable laws
C. Responsibilities include training employees; planning, assigning, and directing work; addressing complaints and resolving problems
PHYSICAL DEMANDS
A. While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.
B. To travel to the field, the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations which may include the necessity to walk long distances, carry a backpack or other equipment of up to 50 pounds, to ride long distances over very poor road/water conditions, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

WORKING CONDITIONS, TRAVEL AND ENVIRONMENT
A. Frequent visits to the field mission will be required; up to 20% of the time
B. Will work in close relations with the Finance/Administration Department as well as the Human Resources Department under the supervision of the Operations Department
