Job Objectives: 
  • To ensure the overall management of the water, sanitation & hygiene education team
  • To have a close follow-up of water, sanitation & hygiene education activities through Weekly Programme Implementation Follow-ups and through regular field visits, to define activities to be developed in a short-term view in co-operation with the Field Officers
  • To define and/or adapt the medium- and long-term policy, orientations and objectives of the water, sanitation & hygiene education programmes in Afghanistan
  • To have a proactive role in the promotion and the preparation of new water, sanitation & hygiene education activities
  • To write all water and sanitation proposals after having identified clear needs with the field teams and potential donors
  • To review and validate the water, sanitation & hygiene education parts of the activity and donor reports
  • To follow up the different water, sanitation and hygiene education budgets and to consolidate/validate the cash forecast and budget follow up of the water, sanitation and hygiene education expenditures
  • Is responsible to design and conduct the project as described in the Action contre la Faim International water sanitation and hygiene policy, meaning proposing concrete solutions and enforce them in term of verifiable impact, appropriateness, efficiency, effectiveness, coverage, coherence, sustainability and contextual transversal issues
  •  To participate in the monthly meetings of the national Water and Sanitation Group
  • To collect and compile from the different bases the data related to the Action contre la Faim drinking water supply achievements with a view to feeding the national water sanitation group database
  • To get a better understanding of the irrigation water management rules in rural Afghanistan, especially in Day Kundi and in Ghor through bibliography, information collection, field visits…
  • To get a better understanding of the drinking water use patterns in Afghanistan (collection patterns, social, cultural, religious and gender implications…) through bibliography, information collection, field visits…
  • To develop an “expertise” on the importance of education and training vs. infrastructures in Afghanistan in view of possible future programs orientations Follow up developments in the field of school-based hygiene education
  • To monitor Acute Watery Diarrhoea outbreak in Kabul City and possibly in other cities and identify appropriate intervention
  • To make sure that the Health Education / Hygiene Promotion Unit in Kabul keeps on having a transversal approach
  • To compile and analyze meteorological and hydrological parameters, and to define or justify possible subsequent interventions
  • To make sure that Action contre la Faim water and sanitation projects always go along with community approach, local capacity building and hygiene promotion
  • To promote nationalized positions, partners and local capacity building mechanisms and research wherever it is possible
Qualifications: 
  • Minimum school leaving certificate plus 2 years of an advanced vocational diploma (BTS or DUT or Masters) or a general university diploma
  • Prior experience in the field of water, sanitation and hygiene is compulsory
  • Written and spoken English is compulsory
