Food Security Expert – Evaluation Food Crisis , Afghanistan

Job Objectives:
In link with the on going food crisis and the potential degradation of the food security and nutrition situation, the expert is required to undertake a deep Food Security assessment in Afghanistan and, based upon the results, to produce a proposal for adapted intervention.
Responsibilities:
- Design methodology, tools and action plan for the assessment
- Meet all relevant colleagues and stakeholders for secondary data collection
- To assess the severity of the situation in terms of price inflation (main factors influencing the staple food price evolution, evolution of key sources of incomes, terms of trade, self sufficiency in food production, market disruption, etc…)
- To assess the impact on the vulnerable population (coping mechanisms already in place, movement of population, deterioration of malnutrition situation, etc…)
- To identify the most at risk population in need of assistance
- To identify the government/national and international NGO plans to tackle the current situation
- To identify potential local structures/NGO with which we could work
- Ensure and supervise the data collection and analysis
- To make recommendations and design adequate intervention to answer to the needs of the vulnerable populations on short and mid term perspectives. This will have to be done in line with the current programmes and country strategy
- Provide an assessment report and proposal at the end of the 6 weeks period
Qualifications:
- The food security expert will need to have a sound background in conducting assessments and analyzing complex situation taking into account the conceptual framework of malnutrition
- Humanitarian experience is required
- English is compulsory
