COUNTRY DIRECTOR (M/F), Bangladesh

Job Objectives:
The Country Director will:
- Lead the implementation of a 3 years national strategy validated at the end of 2009
- Structure, organise and define priorities in a growing phase of a new mission (Activities since 2007).
- Represent Action Contre la Faim (ACF) at external meetings with donors, government bodies and partners
- Ensure the successful development and implementation of the Bengladesh programm
- Explore the possibilities for further programme development and in-country funding opportunities
- Represent ACF to national authorities, international donors, international organisations and other NGOs at the national level
- Identify and agree with HQ Programmes and Policy key strategic issues for influencing
- Ensure the integration of monitoring and evaluation into all aspects of country programming
Key Responsibilities:
- Manage the execution of strategic planning (approval and execution of projects and programmes) and operative planning (staff recruitment, incorporation, organisation changes, implementation, etc.)
- Represent Action Contre la Faim (i.e. other international agencies, local organisations, local governments, Embassies, media, donors, etc.) in the country.
- Propose and implement fundraising activities in the country
- Guarantee the definition and implementation of an efficient system of monitoring and evaluation for the different humanitarian programmes directly executed or with partners.
- Ensure the fulfilment of the evaluation systems and procedures established by ACF policies (Nutrition, Food Security, Water and Sanitation, Disaster Risk Reduction)
- Manage office staff: selection and team development, performance management and staff skills assessment.
- Ensure the security management for all the country team.
Qualifications:
- At least 3 years experience as Head of Mission in post-crisis context AND developmental humanitarian environment managing national and expat staff.
- Experience in working in at least one South Asian country and the specific context of refugees’ camps would be valuable.
- Experience in dealing and negotiating with national authorities at different levels (field, Ministries, Immigration, etc.) in complex cultural contexts on highly sensitive issues (Nutrition/minorities).
- Excellent representation skills, ability to create relationships with sometimes mistrustful stakeholders, negotiation skills, capacity to deal with UN bodies (UNHCR/WFP etc.) and key international donors.
- Good external networking skills with the humanitarian community at large
- Fluent in English (French is a plus)
- Capacity to structure, organize and support teams to reach their objectives and set-up clear and operational priorities in a growing phase
- Capacity to define strategic programming in a very specific humanitarian context mixing possible emergencies, “post-crisis” patterns and developmental environment
- Strong analytical skills
- Abilities in team management, team spirit building and remote management.
- Capacity to adapt to a potential tense / difficult socio-political context
