Profile: Head of Base
The Head of Base, also known as Log/Admin, is responsible for coordinating, consolidating, and ensuring smooth implementation of and adherence to logistics, human resource, financial, and security procedures. He or she provides operational support to the Nutrition, Food Security, and Water & Sanitation programs in an ACF field office (the base).

The Head of Base manages all base operations, including their set-up. He or she ensures that base operations run efficiently through coordination with program staff on the base level, direct management of support staff, and program support activities. The Head of Base is also responsible for adherence to ACF procedures and donor regulations at base level.

The Head of Base ensures the proper management of finances—including planning, authorizing of expenses, and reporting—as well as the management of human resources in accordance with the organizational guidelines and the legal requirements of the host country. The Head of Base is in charge of building the capacity of the local support team on the base. He or she is also responsible for the security of staff, the base premises, and ACF materials and assets. The Head of Base assesses, monitors, and reports the security situation and develops security procedures relevant to the local context.

The Head of Base represents ACF at the local and regional levels. He or she attends general meetings with humanitarian actors and local authorities, protocol meetings, security meetings, and sector program meetings when requested.

A qualified candidate for Head of Base will have a bachelor’s degree or equivalent in technical studies. Required is an extensive knowledge of logistics, finance, human resources, and security management procedures and practices, as well as excellent communication and representation skills and the ability to multi-task, handle stressful situations, and work in multi-cultural teams. The candidate should have at least two years of experience in a similar role and at least one year of previous management experience. Technical skills in mechanics, IT, communications, equipment and/or construction are preferred but not required.
